Female Migrants Charge Sexual Abuse in Detention

NEW YORK, Jun 7, 2010 (IPS) - In the wake of allegations that a male guard at a central Texas detention facility sexually assaulted female detainees on their way to being deported, immigrant advocacy groups say stronger oversight and accountability is urgently needed to prevent further abuse of female detainees.

Immigration and Customs Enforcement (ICE), part of the Department of Homeland Security (DHS), said last week that the guard has been fired. It added that Corrections Corporation of America, the private prison company that manages the Hutto facility, has been placed on probation pending the investigation's outcome. The consequences of probation were not immediately clear.

ICE said that several women who were held at Hutto facility in Taylor, Texas, were groped while being patted down and at least one was propositioned for sex.

"We understand that this employee was able to commit these alleged crimes because ICE-mandated transport policies and procedures were not followed," David Sanders, DHS's contracting officer, said in a letter to Corrections Corporation of America obtained by The Associated Press.

Cruel and Unusual is a 2006 documentary film that tells the individual stories of five transgender women living and surviving in the US prison system.  The film provides a glimpse into the ways in which trans and gender non-conforming people are targeted and criminalized by the prison industrial complex, and reveals the many ways these individuals and their communities are directly affected by intersecting oppressions on multiple levels.
 
The film will start promptly at 2pm.  Please join a discussion following the film.

Bent Bars Project

The Bent Bars Project is a new letter-writing project for lesbian, gay, bisexual, transgender, transsexual, gender-variant, intersex, and queer prisoners in Britain.  The project aims to develop stronger connections and build solidarity between LGBTQ communities outside and inside prison walls.

Although many overtly homophobic and transphobic laws have been recently overturned in Britain, the criminal (in)justice system continues to target and criminalize queer, trans and gender non-conforming people.  We don’t know exactly how many LGBTQ people are currently behind bars, but we do know queer, trans and gender non-conforming people, particularly those from poor backgrounds and communities of colour, are disproportionately funneled into the prison system as a result of systemic discrimination, inequality and social exclusion.   We also know that queer, trans and gender non-conforming people are subject to increased isolation, harassment, violence and assault when in prison.
